600 item menu - help!

So I have a menu with about 600 items in it. Yes, 600. And it takes about 5 seconds to load in IE. So in order to avoid having to load the menus with every new page, I'm using a header frame for the menu and a content frame for the pages.

And in order to have the menu span down into the content frame (like in the demo), you have to write out the menus twice, in both frames. So that doubles the load time to about 10 seconds, which is intolerable. Our users won't be sticking around that long.

5 seconds for a one-time load would be okay though. So must the menu be loaded in both frames? Is there a way to just load it in the bottom frame?

Any help would be greatly appreciated.
