Menu Not Showing Up in IE

We are having issues with the Tigra menu. We are in the process of re-designing a new website for the high school, and came across that the menu disappears on refresh in Internet Explorer 7 and then comes back in the right place after a refresh or halfway down the page. Any reasons why this would be happening?

Reason we are testing it in IE 7 is because our whole school is still using it, and we want them to be able to have a functioning version of the website. However, if the site is viewed outside our local area network it doesn't have any issues with loading? Any ideas what could be causing this random event?
