Menus over image don't work properly in IE7 or Aol Explorer

Hi,
I am trying to pop menus over an image. No problem with Firefox, Safari, etc but with IE7 beta or AOL Explorer (latest), the 'hot area' is limited to a band at the top of the top level menu item and the border. If I take the image off the page, IE7 and AOL Exp work fine.
A simplified version of the problem is demonstrated in the following links:
This works with IE7

This has only a severely limited hotspot with IE7

I have solved the problem by putting the image into the background of the part of the web page but I'd like a better solution eventually.
Don't know status of problem with IE6 yet.
Comments and suggestions?

Fails on IE6 also

I was just able to check the behavior of IE6 which exhibits the same problem of only opening the sub-menu on a very limited part of the menu area (border).
I plan on opening a trouble ticket.
