I was able to install the files and get the scroller to work in an asp page. However, when I tried to modify the scroll.tpl0.js file by adding a new file or even deleting one that was already there, the scroller did not change. The same info would display. It's almost if it was hardcoded from someplace else. What am I missing here?

You either edited one file while using another or there is some browser caching issue. You can imagine we couldn't get var far with the scroller having data hardcoded.
