I'm trying to place the menu's in an IFRAME that reloads multiple pages all with menus?

Is it possible to have the menus in the IFRAME and when it expands go over into the main page? I've got a map of the USA and when you click a state the states page loads in an IFRAME. On these IFRAMES are the menus, the menus display projects done in each state. When the menu in the IFRAME expands it gets hidden by the main page. Any help is greatly appreciated.
