Attaching menu to existing HTML element

I can't seem to find any documentation for attaching a menu to an existing HTML document therefore bypassing the root menu and just having a drop down off the alreday existing HTML. Is this possible, I have been told it is, and can anybody help me please?

Thanks
Bob Spencer
