make scroll not loop: Is this a bug?

hey guys,

I am using the on-demand mode of the vertical scroll. I want it so that when you rollver the up arrow, it moves it the content up BUT it stops when the content reaches the top, and vice versa with the bottom. I have noticed that the scroller does not do this:

If you go past the second picture, and then hit the up arrow, it'll go back on itself. I am not sure if this a bug or not or if it is intentional?

PLEASE HELP!!!
