menu does not display in framesets, changes layout

Hello. I'm building a website using tables nested within a frameset. In the tables, the menu displays fine but as soon as I put them into the frameset, the menu stops displaying & the whole layout of the page gets thrown off. I've taken the align tag out of the tables since the alignment is written into the Tigra menu but that didn't help. If anyone has any advice I'd really appreciate it. Thanks you.
